What was your thought on episode 11 of Harpers Island?

I think the Sheriff done the shooting I think Wakefield told him it's part of the deal.Shoot at every body on the dock then stand here and be tied up to die or else Jimmy will die.All he said was it's was part of the deal(so that could mean any thing).And if you think about it no one was really hurt during the shooting.Which is why I think it's him.But I think one of the other killers is The blonde guy (that's dating/engaged to Chloe).
