How To Keep My Dogs Cool?

I have three dogs, one Chihuahua, one Shih Tzu/Chihuahua, and one Terrier/Unknown. They are all tiny and in the summer it's very hot. VERY HOT. We just can't keep them inside, my parents are totally against it. But they are always panting and and laying around in the shade, and the shade isn't even cool enough. I don't have fans, they hate ice, and birds always poop in their water bowl. I considered buying a little kiddie pool, which I also think is a good idea, and I know that only my Chihuahua will get into it. The rest of the dogs, although, hate water. They won't go anywhere near water, not even in the heat. They just don't understand. So, is there ANY way to solve this problem? Should I just go ahead with the kiddie pool?
