If the hair is damaged by highlights, is there any hope that the new hair will grow to be like it was before?

I used to have the usual shiny healthy straight Asian hair, a bad highlighting job however, left my hair badly damaged, brittle, and frizzy. It's been a few years and my hair has gotten a little better, but there are still coarse and frizzy hairs abound in my mane. Is this permanent? I really hope the follicles aren't permanently damaged so that the hair will grow to be and frizzy despite what genetics I was born with. So are there any suggestions to what I can do to my hair now? And will my hair grow back into it's original state? A real hair guru is needed or any help would be much appreciated. Thank you for your time in answering my question!
