I think you're gonna have to get hair that's almost like a mullet, (I said almost), where it's a bit shorter on top, and layered. Then you should be able to take the hairspray, maybe a bit of gel, get your hair wet, and then, using a round brush, you might be able to stick it up a bit. Oh, have you tried teasing it a bit? Where you just take some hair, pull it up, and then use a comb and kinda comb it back towards your scalp? That could give you some volume, along with the hairspray/gel to keep it up. Give that a shot.
